Phil was born and raised in Hampton Roads, attended local public schools, and graduated from William & Mary, becoming the first in his family to graduate from college. Phil and his wife, Sara, are raising their family on Willoughby Spit. In 2023, Phil was elected to represent the 94th District in the Virginia House of Delegates.
